Dealing with a Download Failure when syncing LotW on Windows 7 with Internet Explorer version 9 installed

If when you click DXKeeper's Sync LotW QSOs or Sync LotW QSLs button, the title bar of DXKeeper's Main window immediately indicates the presence of an errorlog.txt file that contains the entry
Common.GetFileFromURL failed: download failure, error code = -2146697208
then either you have Internet Explorer configured to Work Offline, or you must replace the defective version of URLMON.dll in your system that was installed as the result of a Microsoft defect when your system was upgraded to Windows 7 and Internet Explorer version 9 from XP or Vista.
First, open Internet Explorer's Files menu, and verify that a check mark does not appear to the immediate left of the Work Offline entry; if a check mark is present, click the Work Offline entry to remove it, and then see if the download failure has been eliminated when you direct DXKeeper to Sync LotW QSOs.
If the download failure occurs without Work Offline enabled, there are two ways to replace the defective version of URLMON.dll:
- backup all of your data files to external media, perform a "clean install" of Windows 7, re-install your applications, and restore your data
- direct Windows 7 to replace Internet Explorer version 9 with Internet Explorer version 8, and configure Windows 7 hide updates to Internet Explorer so that Internet Explorer 9 is never re-installed
in these instructions, scroll down to the section titled To uninstall Internet Explorer and follow the directions there
in the Windows Control Panel, run the System and Security section's Windows Update applet, and click the Optional Updates are Available hyperlink to display the Select Updates to Install window:
right-click the Windows Internet Explorer 9 for Windows 7 entry, and select the Hide update menu item
